Do you need to comply?

Yes - under the provisions of the Occupational Health and Safety Act 2004 (Vic.).

Conditions of compliance

Electrical Safety Standard: AS/NZS 3760 2010requires that all electrical equipment is tested prior to initial use as well as after servicing and repairs, and periodically from then on.

If you have to comply, what do you have to do?

Portable electrical equipment, including flexible electrical cords, needs to be regularly inspected for wear and mechanical damage, and periodically tested for earth continuity and insulation resistance. Procedures for testing of electrical leads, tools and equipment and the frequency of these tests can be found in AS/NZS 3760 2010 and AS/NZS 3012 2010 Electrical installations - Construction and demolition sites.

AS/NZS 37602010 has a schedule which outlines the frequency of the testing regime for particular plant and equipment. Schools are advised to use this schedule as guide for determining the inspection frequency.

What are the consequences if you don't comply?

For every school to fulfillits duty of care obligations under the Occupational Health and Safety Act 2004 (Vic.) to provide a safe and healthy workplace, the requirements of AS/NZS 3760 2010 should, as a matter of best practice, be implemented. The Victorian WorkCover Authority sees compliance as integral to fulfilling that duty of care.
